PUBLIC EVENT: PUBLICLY AVAILABLE REMUNERATION OF PUBLIC ADMINISTRATION

Transparency International Latvia (Delna), the United States Embassy in Latvia and Transparency Fund invite to participate in an online expert forum and roundtable discussion “Publicly available remuneration of public administration” on November 4 (10:00-12:00, EET) via Zoom (with registration). The event will be streamlined on Delna’s  Facebook account. The language of the event will be Latvian. This is the third event in a series of four events in 2022, dedicated to the international recommendations and Latvia’s progress in preventing corruption, promoting political integrity and transparency.

The aim of the event is:

  • to raise awareness of the planned reform of the public administration remuneration system and the plans for 2023 and 2024;
  • to discuss the need to publish the remuneration of public officials and employees in public institutions, including state-owned and municipalities-owned enterprises.

 

According to the law “On Prevention of Conflicts of Interest in the Work of Public Officials” only public officials have the obligation to submit asset declarations, therefore the obligation doesn’t apply to employees of state administration. Following the judgment of the Constitutional Court of 7 March 2019 in case No. 2018-11-01, the remuneration received by officials and employees is no longer published and, as a result, the level of transparency of the use of public budget and the mechanism of public control have been significantly weakened.

The Latvian public is interested in efficient and predictable use of public budget, which also includes supervision of remuneration of officials and employees. This makes it possible to quickly detect and respond to employment and institutional governance problems, to follow the work of public authorities, and to detect and prevent bogus employment. Transparency of remuneration in general promotes healthy competition among employees and public trust in state and local government institutions.

Invited participants: Members of the Saeima, representatives of ministries and local governments, media and the public. This event is held online and is open to the public.
