Delna invites representatives of civil society, government institutions, municipalities, and all interested parties to participate in an online event where we will present the latest results of the Transparency Index of Local Authorities (TILA) 2024. The event will be held online on November 8, 2024, from 11:00 a.m. to 12:30 p.m. (Riga/Vilnius/Helsinki time), with English as the working language.

Attendees will learn about similarities and differences in municipal transparency in Latvia and Norway, gain insights from international experts, and receive valuable findings on the progress of Latvian and Norwegian municipalities since 2021, when the first TILA assessment was conducted.
“Since 2021, Latvian municipalities have been regularly assessed using the TILA methodology, following the Municipal Reform and the latest municipal elections. We are pleased to note the municipalities’ engagement and commitment to promoting transparency thus far, and we encourage them to enhance results further, especially in areas where progress has been slower,” says Delna’s researcher and project manager, Diana Kazina.
In the introduction to the event, Delna researcher and project manager D. Kazina will provide a brief overview of the key findings from the 2024 report. T. Dolvik from Transparency International Norway will share insights on the successes and challenges in municipal governance and transparency in both countries. A. Mazuroka from Transparency International Ukraine will present experiences in urban transparency, including in cities located close to the front line.
In the second part of the event, researchers from Lithuania, Latvia, and Norway will discuss innovative strategies to improve municipal transparency and governance while reducing bureaucratic complexity in the panel discussion “Balancing Efficiency and Accountability: The Role of Technology in the Future of Municipal Governance“.
The TILA reports are essential tools for evaluating municipal transparency and information accessibility for residents and businesses. Each year, municipalities dig deeper into their results and make improvements in information transparency and website user-friendliness based on these findings.
