AIM OF THE PROJECT: to assist the anti-corruption reforms in Uzbekistan by implementing various activities that would strengthen the overall resilience of Uzbekistan’s public institutions, its regional and national governmental ecosystem, as well as its national anti-corruption strategy.
PLANNED ACTIVITIES
NATIONAL INTEGRITY SYSTEM OF ASSESMENT
Conduct a National Integrity System (NIS) assessment of Uzbekistan, based on Transparency International methodology and in accordance with international standards (UN Convention against Corruption, Jakarta Declaration and Colombo Commentary on Anti-Corruption Agencies, Kuala Lumpur Declaration on Anti-Corruption Strategies). The assessment will be conducted in cooperation with the United Nations Development Program. The assessment will be available in English and Uzbek.
Based on the assessment results, provide targeted recommendations to promote full alignment of the anti-corruption ecosystem with international standards and good practices.
Strengthen the capacity of Uzbekistan’s state institutions, which are mandated to fight against corruption, to develop the anti-corruption strategy; consider the experience of the previous strategy, promote an inclusive process, engage in the formulation of the document and creating an implementation framework and integrating into a communication strategy.
CONFLICT-OF-INTEREST TRAINING
Support the development of the conflict-of-interest management system by providing written recommendations, expertise, and developing training materials (including case studies) for public administration employees.
Provide training to Uzbek public administration medium and high-level officials in conflict-of-interest management by organizing a summer school in Latvia.
Strengthen the capacity of public officials in identifying and managing conflict of interest by providing group and individual online classes (mentoring).
DEVELOPING WHISTLE BLOWING MODELS
Provide support to the Anti-Corruption Agency of Uzbekistan (Agency) in evaluating the complaints (whistleblowing) system and in the development of the improved model of the system, including guidelines for the implementation of the improved system.
In cooperation with the UNDP, train employees of the Agency and Uzbek state institutions in the implementation of the improved whistleblowing model.
In cooperation with the Agency, develop informative materials for whistleblowers and employees of state institutions.
CAPACITY BUILDING OF CIVIL SOCIETY ORGANIZATIONS
Strengthening the capacity of civil society organizations operating in the field of preventing and combating corruption by training, mentoring regarding their organizational development and management. To select civil society organizations as well as informal community groups operating at regional and national levels an open call will be announced.
Will be organized seminars and hackathons for civil society organizations on public procurement monitoring, access to information and conflict of interest monitoring as well as developed related informative materials.
Implement awareness-raising activities among citizens about corruption and its negative consequences, paying special attention to vulnerable groups and whistleblowers.
